In new constructions, commissioning is a process to define the performance requirements of building systems according to the needs of the owners and users and to ensure that the building systems are planned, designed, built, and operated accordingly. In existing buildings, commissioning is a process to analyze the operational performance of current facilities, plan and implement necessary adjustments, retrofits, and operational optimizations, and ensure that the systems perform as planned.

Commissioning requires professionals with specialized skills and experience. BSCA organizes the technical and knowledge resources to guide commissioning professionals and certifies and operates the registration of Commissioning Professional Engineers (CxPE) and Commissioning Technical Engineers (CxTE).
